EDUCATION in Pakistan continues to be in the doldrums. With the ‘revised’ national education policy still on the anvil — the provinces are now mulling over it — there is no framework to serve as a guideline for budget-makers for 2009-10. Hence the news that the Higher Education Commission is to receive an increase of more than 30 per cent in its allocations for the next fiscal year should not really surprise anyone. In the absence of a planned approach and given the multiplicity of ministries concerned with various sub-sectors, an ad hoc style of working has emerged, betraying the government’s lack of interest in education and the inherent dangers it carries. The HEC, which was previously flooded with funds in an unplanned way, was ditched when the Musharraf government fell. It wasn’t considered necessary to assess ongoing schemes and save the important ones. For instance, many scholarship holders were left in the lurch halfway through their studies. It is not known if they are to be rescued by the infusion of more funds this year or whether the increased funding is for new beneficiaries.
